Under the Judicial Costs Law issued in 1443H and its executive regulation, a financial claim with a determinable value is charged judicial costs on a sliding scale based on the claim's value: 5% if under SAR 100,000; 4% from SAR 100,000 up to under 500,000; 3% from SAR 500,000 up to under 1 million; and 2% at SAR 1 million or above, with an overall ceiling of SAR 1,000,000 for any single case. Requests (such as appeals, cassation, and reconsideration petitions) carry separate fixed amounts outside this sliding scale.
Exempt from these costs are cases settled before the first hearing, private-right claims filed incidental to criminal cases that end in settlement, and cases decided by arbitrators. If amicable settlement occurs after the case has started but before judgment, costs are reduced to just one-quarter, and any costs paid that turn out not to have been due are refunded in full.
