The Communications, Space and Technology Commission (CST) fully regulates Saudi Arabia's telecom sector, from licensing service providers to protecting subscriber rights. Any dispute with a telecom company (incorrect billing, service outage, breach of contract terms) has a specific escalation track that must be followed in the correct order.
A complaint must first be filed with the service provider itself through its available channels, keeping the complaint number and date. If the provider doesn't resolve the issue within 5 working days, or closes the complaint without genuine resolution, the subscriber may escalate it directly to CST via its website, attaching supporting documents (invoices, service contract, payment notices).
Subscribers may file billing objection complaints within 90 days of the disputed invoice's date or the incident's date, unless it's shown the user wasn't aware of it at the time. Missing this deadline can weaken your position in claiming a refund of incorrectly charged amounts.
