Domestic workers (housekeepers, private drivers, nannies, cooks, gardeners, guards) fall under the special Domestic Labor Regulation, not the general Labor Law, with fundamental differences in rights and obligations. The "Musaned" platform under the Ministry of Human Resources is the official accredited body for documenting all domestic labor contracts electronically, and any contract not documented there loses much of its evidentiary weight in a dispute.
The agreed wage is paid at the end of each Hijri month through official channels (the Wage Protection Program has become mandatory in phases based on the number of domestic workers per employer), and working hours generally don't exceed 8-10 hours daily with at least 8 hours of nightly rest and one weekly rest day. Any contract term violating these basic rights is void even if the worker themselves agreed to it.
An employer may file an absence report via Musaned or Absher within 15 days of the incident, provided the worker is documented with a contract on Musaned, and no existing case against the employer is pending before the dispute settlement committees. In return, the employer may bring in a replacement after completing the report procedures, and obtain insurance compensation if the contract is insured.
Under Article 20 of the Domestic Labor Regulation, specialized committees are formed to settle disputes arising from applying the regulation, and financial entitlements due to a domestic worker are treated as "first-tier preferred debts" with priority claim over the employer's assets, giving the worker strong priority in any dispute over financial dues.
